Long term impact of demonetisation is uncertain: Prof Sharma

ITANAGAR, Feb 4: Eminent Economist, Professor Atul Sharma has dismissed the demonetization of Rs 500 and Rs 1000 currency notes and termed it an ill-conceived move, which would affect the economy of the country for the next two years.

Delivering the Foundation Day lecture on the topic, "2016 Demonetisation" on the occasion of the 34th Foundation Day celebration of Rajiv Gandhi University (RGU), Professor Atul Sarma, the former RGU vice chancellor, said that 'big bang measures' such as demonetization could be symbolic but do not go beyond scratching the surface of the gigantic menace of black money and corruption that has afflicted our society. It certainly caused short term dislocation of economic activities and human suffering, while its long-term impact is unclear and uncertain, he added.

He said, "To eliminate the source of black money, basic structural reform covering tax reforms, bureaucracy, judiciary and police reform and transparent political party funding is required". Quoting figures, professor Sharma said in reality, demonetization 2016 is at best an attempt to unearth only six percent of the accumulated stock of black money, leaving unexpected the remaining 94 percent, which is in the form of real estate, foreign currency, gold and jewellery.

Also the Chairman of Omeo Kumar Das Institute of Social Change and Development, Sharma said that demonetization does not address the source of black money generation. As the outcome of demonetization appeared disappointing, the Government of India shifted its goal post from the initial objectives of flushing out black money, counterfeiting and drying up terrorism funding to promoting cashless economy.

He said that, cashless economy means IT infrastructure, financial literacy, cyber security, laws of protection of privacy which India currently does not have. India wants to promote digital economy when 950 million Indians out of 1.25 billion do not have access to the internet.

He further stated that demonetization has dented the autonomy of RBI and its credibility as an institution of public trust.

Meanwhile, RGU Vice Chancellor, Professor Tamo Mibang said that the university will have a new road map with focus on multi disciplinary academic approach, and called for congenial peaceful environment for academic pursuits and new breakthrough in the research.

Paying tribute to all those who contributed towards the growth of the university, he urged everyone to rededicate themselves for greater breakthroughs in the field of teaching and research.

Mibang also recalled the journey of the university's development and informed how under the first vice-chancellor of the then Arunachal University, Professor C L Anand, the university started its journey with merely three departments, 18 teachers and 49 students in 1988. The University made a humble beginning during state university period. Initially funded by the state government, the university was recognized by the UGC under section 12-B in the year 1994 and ever since, the UGC has been granting funds to the university for its various activities, he added.

Registrar, RGU Professor Rachob Taba, Professor Otem Padung were the heads of the Department of Commerce, who also spoke on the occasion.

CM asks HoDs to conduct DPC meet once every 6 months

ITANAGAR, Feb 4: Chief Minister Pema Khandu on Saturday directed the state chief secretary to issue strict instructions to all the departments to conduct Departmental Promotion Committee (DPC) meetings once in every six months.

In the scenario that the concerned department fails to comply with the directions, the head of department would be held directly responsible for the lapse, warranting disciplinary action(s).

The chief minister gave the instruction after taking serious note on many departments not convening the periodical DPC in their respective departments thereby depriving timely promotion of eligible officers and officials.

"Due to non-convening of DPC meetings, many officers and officials are forced to stagnate in a particular post for many years despite being eligible for promotion. Such stagnation in service has a cascading effect in the departmental hierarchy, which adversely affects the morale of the officers and officials resulting in low work output and degradation of overall work culture" the chief minister opined.

Further such stagnation has become one of the major causes of corruption in the departments, Khandu felt.

Conduction the DPC is also necessary in order to have maximum work output from the government employees and to ensure them better career progression and more congenial working atmosphere, Khandu added.

Victim family seeks govt’s intervention to trace missing body

ITANAGAR, Feb 4: A woman identified as Tumbom Bogo, who is reportedly missing from her rented apartment in Naharlagun since January 25 last, is still traceless, while her family claims that she was kidnapped and then murdered.

The victim, a divorcee, was currently working as casual staff in the EAC office, Naharlagun.

Addressing a joint press conference on Saturday, the Lodu Ao Welfare Society (LAWS) and Kargu Kardi Students' Union (KKSU) supported the claims of Bogo's family, while LAWS Spokesperson Tujum Poyom disclosed that circumstantial evidences and inputs provided by the police are enough to establish that she was brutally murdered and that the body has been disposed in an undisclosed location by the culprits.

"Over the last 15 days, the victim's family along with the Arunachal Pradesh Police, Naharlagun unit is laboriously searching for the body of the missing woman after receiving sufficient evidences of murder, provided by the police," Poyom disclosed.

He also informed that one Rahul Chetry alias Sahne from Dhemaji, Assam, currently working as JCB excavator driver in a local firm, was found to be the prime accused in the kidnapping and murder case.

However, he is absconding from the day she was allegedly murdered and is in Nepal now.

Poyom further disclosed that on the basis of Call Detail Records (CDR) and other circumstantial evidences, the police arrested Rahul's co-accused, identified as Dil Bahadur Chetry alias Deepak, who also works as a driver in the same firm.

Reportedly, Deepak told the police that the main accused murdered the victim and buried her body somewhere in the jungles near Kankar Nallah, Naharlagun with the help of a JCB excavator.

LAWS General Secretary Kali Paji informed that on the basis of the details provided by the co-accused, the police team and family conducted extensive search in the area and recovered a pair of shoes and a scarf of the victim, but not her body.

Suspecting that Bogo's body was buried deep under the earth somewhere around that place, Paji said that it was difficult for the police team to search any further without the assistance of concerned authorities, for which, the two organisations sought the state government's intervention into the matter at the earliest.

Accordingly, the organizations have submitted a three-point memorandum to the state government for immediate action.

Claiming that the police find it difficult to investigate cases related to kidnapping and murder, the organizations demanded that the government arrange sniffer dogs to trace out the body of the victim as disclosed by the co-accused. If sniffer dogs cannot be arranged immediately, they demanded that the government engage sniffer dogs of the NDRF, or request the army to deploy their dogs to trace out the body of the victim.

The organizations also strongly demanded that the state government constitute a special police team and dispatch them to Nepal to immediately arrest the prime accused in the suspected murder incident.

Claiming that the CDR hints towards the involvement of more people in the crime, the organizations demanded booking all those people in the CDR under appropriate sections of law and to detain them for further investigation.

Further, the LAWS and KKSU threatened to launch a democratic movement if the three-point demands were not fulfilled at the earliest.

Meanwhile, the organizations also urged upon the state government, especially concerned authorities to strictly maintain the Inner Line Permits to check entry of people with criminal backgrounds into the state.

They also fervently appealed to the people of Arunachal, particularly businessmen/entrepreneurs and others to acquire proper identification proof of person(s) before engaging them in works to avert such heinous crimes.

Protest against delay in infrastructure development of Siang dist HQs

PANGIN/PASIGHAT, Feb 4: The people of Pangin and its peripheral area, led by Siang District HQ Welfare Committee (SDHQWC-Pangin) organized a peaceful rally in protest against delay in development of infrastructure for Siang district headquarters at Nyobo (Perang-Lampang).

Later, the committee submitted a memorandum to the Siang Deputy Commissioner seeking the government's urgent attention to make the new District HQ at Nyobo (Perang-Lampang) functional at the earliest.

Nyobo (Perang-Lampang) was notified and inaugurated as headquarters (HQs) of Siang district on 24th November, 2014. It was also declared in the government gazette that Pangin would be the temporary headquarters of Siang till infrastructures come up at Nyobo (Perang-Lampang), informed SDHQWC General Secretary Tatok Panor.

He said that rumors are doing rounds that the present government was in process to review and recall the Notification of 24th November, 2014 by constituting a committee in the guise of the order passed by the Gauhati High Court, Itanagar Bench, dated 10th March, 2016.

"But we strongly oppose any such move by the government, which may also lead to vigorous protest," Panor said.

President of the committee, Tapang Jamoh also questioned regarding the merit of any move by the government to review the earlier notification.

"Nyobo (Perang-Lampang) is absolutely feasible for district headquarters. The Government has already acquired land measuring 214.96 hectare at Perang and 111.51 Hectare at Lampang, donated by the people for the purpose," Jamoh said.

"If every subsequent government is engaged in changing and reviewing the notification and order of the previous government, the trend will only lead to chaos and communal disharmony which is not expected from a people-friendly government," added Takar Dupak, ex-executive of SDHQWC-Pangin.

When asked about the memorandum and peace rally by the SDHQWC-Pangin, Deputy Commissioner Rahul Singh said that it was a peaceful rally and he has received the memorandum, which will be forwarded to the concern authorities.

CBOs call for Pan Arunachal promotion

ITANAGAR, Feb 4: Community Based Organisa-tions (CBOs) of the state, under the banner of Arunachal Indigenous Tribes Forum (AITF) called for promoting Pan Arunachal and communal harmony, besides preserving indigenous culture by documenting ritual chantings of the priests.

The various CBOs had attended the CBOs' Night, organised by the Boori-Boot Yullo Golden Jubilee Celebration-2017 Committee at Raga on Friday evening.

The objective of inviting CBOs from across the state to the festival was to send out the message of brotherhood among the tribes, besides promoting cultural exchange and preservation. The AITF has been making efforts to bring all communities in the state under one umbrella in order to promote Pan Arunachal.

Addressing the CBOs' Night, Tanii Supun Dukun (an Apatani apex organisation) President Khoda Ruja, who attended the function as chief guest appealed to the Nyishi Elite Society (NES) to lead from the front in promoting Pan Arunachal, while adding that the Nyishi community as the largest community in the state has a larger role to play alongside the Adi and Galo communities in shaping the state.

Guest of Honour cum AITF General Secretary Montu Mossang in his address also called for promotion of Pan Arunachal and oneness among the tribes. NES vice president Taring Dakpe also spoke on the occasion.

AAPSU to oppose retirement age enhancement

ITANAGAR, Feb 4: The All Arunachal Pradesh Students' Union (AAPSU) decided to oppose any move of the government for enhancing the retirement age of the state government employees.

In a press statement, the apex student body said, "AAPSU will oppose if the state government considers the CoSAAP's demand for enhancing the retirement age from 58 to 60 years as speculated in various local dailies of the state".

Pointing out the growing unemployed educated youths and successive governments' failure to provide job and create employment opportunities for the unemployed youths, the AAPSU said "such unethical decisions will not only stifle the little prospect they (unemployed) get but also play havoc to their youthful dreams."

"The government must remind itself that such decision will be contrary to its 'mantra' of youth empowerment," it said.

While acknowledging the sacrifices and services rendered by many senior officers under the state government, the union is of the opinion that 'appointment and retirement' is part of service career and any decision to sabotage the well-entrenched system will be considered as a regressive one.

Chai assures to address problems of Art and Culture dept

ITANAGAR, Feb 4: Minister for Art & Culture Dr Mohesh Chai assured to streamline functioning of district level offices of the Department of Art and Culture.

Dr Chai, who attended the coordination meeting of the Department of Art & Culture on Saturday, also assured to take steps to address various problems and grievances of the department and its officials.

Regarding policy matter, the meeting decided to constitute an expert committee to finalize relevant policies for the department.

Initially, the proposed Cultural Village Project will be implemented as pilot project only in few districts, Dr Chai said.

Director Art & Culture Nyabin Ete, who presided over the meeting, also spoke on the occasion.

Earlier, the District Art & Culture officers and Assistant Art & Culture officers apprised the minister of their various problems and grievances, such as lack of promotional avenue, disparity in pay scale as compared to other departmental officers,

acute shortage of staff, and urgent need of an office building of the department.

The minister was also informed that the department has its own building, but the state government has allowed the Itanagar Municipal Council to use it as their office. Since the present office of the department falls under the jurisdiction of Tomo Riba Medical College and Hospital, the department will have to vacate it sooner or later.

Meanwhile, the minister assured to take up the matter with the chief minister.

The Secretary Art & Culture also attended the meeting.

Arunachalee farmer conferred ‘Krishak Samrat Samman’

ITANAGAR, Feb 4: A progressive farmer from Namthung village under Dirang in West Kameng district made the state proud by winning the 'Krishak Samrat Samman'-one of the top krishi awards of the country-for his innovative farming techniques.

Shri Bodumba, son of late Sang Phuntso received the prestigious award from Union Minister of Agriculture Radha Mohan Singh in New Delhi on February 2 last.

The award has been conferred upon him for breaking the established stereotype and being instrumental in driving sustainable and scalable innovative farming techniques, thereby making a positive impact on the agricultural community and enabling them to rise.

Krishi Vigyan Kendra, Dirang had recommended Bodumba's name for the award for his remarkable effort and contribution towards farmers' empowerment and agri-based entrepreneurship development in the state.

Bodumba has successfully developed an innovative technology of increasing plant population of kiwi by reducing spacing of kiwi plants into 4mt x 4mt, in which two plants are planted in between two iron angle 'T' bar post instead of the old and indigenous practice of spacing of 6 mt x 4mt, where only a single kiwi plant is planted in between two 'T' bars.

With this method, kiwi plant population can be increased to 252 from the previous number of 168 per acre, and kiwi production can be increased to 13,860 kg per acre from 9,240 kg per acre. Ultimately, the cost of production can be reduced to Rs 2, 10,870 from Rs 2, 40,000 per acre by adopting the new spacing technique.

With an experience of nearly two decades in farming and production of temperate fruits like kiwi, apple, walnut, persimmon, etc. Bodumba is also the proud owner of well known temperate fruit nursery M/s Namthung Agri-Horti Multipurpose Nursery at Namthung village that has been accredited by the Central Institute of Horticulture, Medziphema, Nagaland.

Besides being an enthusiastic member in the Scientific Advisory Committee of Krishi Vigyan Kendra, Dirang, he has assisted tremendously in training of farmers and agricultural students of Arunachal Pradesh, Assam and Nagaland for cultivation and production of quality planting materials of temperate fruits.

Climate and soil of Arunachal suitable for sericulture: Scientists

RUKSIN, Feb 4: The scientists working under Central Silk Board (CSB) under the Ministry of Textile, Government of India, have said that the climate and soil conditions of Arunachal Pradesh are very suitable for sericulture.

Addressing a daylong 'Reshom Krishi Mela' at Sille Sericulture Farm in East Siang on Saturday, scientist of Jorhat based Regional Sericulture Research Station (RSRS) Dr S N Gogoi informed that his institution has been working for development of sericulture in northeastern states, including Arunachal Pradesh.

Dr Gogoi hoped unemployment problem of the state could be solved by adopting sericulture and allied activities as the climatic condition in the state was highly feasible for rearing of varieties of silk worms.

"Schemes of mulberry plantation in East Siang and other adjoining areas are under progress, while the farmers of the region have achieved a milestone in rearing mulberry silk and production of yarn. The state government also has responsive attitude in increasing sericulture activities", informed Dr Gogoi.

He added that the CSB has already recommended many varieties of silk works for the region.

Director of Central Sericulture Research & Training Institute, Berhampore, Dr Kanika Trivedi urged the farmers to enhance their income through sericulture activities.

She informed that proposal has been made for funding against training and research activities, besides organizing 'Kishan Mela' to motivate rural farmers of the region.

Arunachal Commissioner of Textile & Handicrafts, Tahang Taggu urged the CSB to increase its target in Arunachal Pradesh as the womenfolk here are traditionally associated with such agriculture, horticulture and other allied sectors for maintaining household economy. He also appealed to the CSB to introduce fencing and irrigation in sericulture gardens through rectification of the existing project guidelines.

Nari-Koyu MLA Kento Rina termed agriculture and horticulture practice as 'root of human civilization' and urged farmers to pay attention on agriculture and allied activities to strengthen rural economy of the state.

He assured to take up sericulture issues with the concerned minister of his government.

Among others, Director of Textile & Handicrafts Peto Ete, Joint Director H Dodum, Scientist B K Basumatary (Mangaldoi) and officials of district Industry Department also spoke on the occasion and encouraged farmers to take up sericulture as their source of earning.

The programme was followed by technical session, wherein the scientists explained on developing silk work garden and its management. The experts also replied to several queries raised by the farmers regarding diseases in worms and commercial aspects of sericulture produces.

On the occasion, a leaflet on 'Silkworm Diseases and Pest Management', written by Dr Gogoi was released by the dignitaries.

Moreover, three successful farmers, namely Miti Modi (Mebo), Olen Tapak (Lingka) and Toklak Perme (Mirku) were awarded certificates and gifts.

About 300 farmers from different parts of East Siang district attended the training cum Reshom Krishi Mela.

Cocoons of varieties of silk worms and causal organisms of worm diseases, besides operation of spinning and reeling machines were demonstrated in the exhibition stall.

CM, Dy CM congratulate Arunachal tableau team

ITANAGAR, Feb 4: Chief Minister Pema Khandu along with Deputy Chief Minister Chowna Mein and Chief Secretary Shakuntala D Gamlin on Saturday gave a rousing welcome to the team of officials and artistes of the state tableau that bagged the first prize in the Republic Day parade at New Delhi this year.

As a gesture of encouragement, the chief minister announced Rs 5 lakhs for the entire team for the historical achievement and making the state proud.

Congratulating the artistes and officials of Information and Public Relations for the stupendous feat, Pema said the people of Arunachal Pradesh are indebted to them for bringing the state into national limelight.

"We are proud of you. Arunachal Pradesh today is in focus of the nation," he said, and also congratulated the state cultural team that bagged the third position in the cultural programme category.

Pointing out that the Yak Dance - theme of the tableau - is a cultural heritage of the Monpas, who have preserved it through the ages and as a result the team could represent it in its purest form, Khandu appealed each and every community of the state to preserve their distinct cultural heritage with pride and showcase it to the world in its original identity.

The chief minister appreciated the efforts put in by the IPR officials, who designed the tableau and went through strict selection process conducted by the Union Ministry of Home Affairs and emerged winners.

"This is a historical win for Arunachal Pradesh and we are grateful to you all," he added.

Earlier, Druba Bhattacharjee, IPR official and man behind the designing of the tableau, explained in the detail the selection process and the overwhelming surprise that engulfed the team on announcement of the results.

"We were speechless. On behalf of the department I thank the artistes for their discipline and utter dedication to the work at hand for this success," he said.

The chief minister and deputy chief minister individually felicitated members of the Arunachal tableau artistes and officials on the occasion.

Donate to schools rather than places of worship: Waii

ITANAGAR, Feb 4: Home and RWD minister Kumar Waii today urged the people to donate to schools rather than places of worships in order to mould the future of the children with better facilities.

Addressing the 16th Parents' Day at Holy Cross School as chief guest, Waii compared schools to places of worship and said schools are the temples of learning.

He said that donations collected from the places of worship are often misused by the people manning it, while asking them to instead donate to schools for its infrastructural development.

Waii also urged the schools of the state not to discriminate any student on his/her religious background, caste, or tribe. He also laid stress on maintaining a good relationship between teachers, students and parents in order to maintain conducive atmosphere for the students' overall growth.

The minister also announced to give 50 solar lamps, four colour televisions and retaining wall to Holy Cross School.

Speaking as guest of honour, Sports and Youth affairs Secretary Dani Salu said that sincerity and hard work are essential for success. He also urged the students to make their foundation strong now to face any obstacle in future with confidence.

The secretary also urged the students to actively participate in co-curricular activities like games and sports, while informing them of government's policy of 10 percent reservation in government jobs under sports quota.

BJP Vice President Tadar Dominic and School Principal Annie Varghese also addressed the gathering.

The daylong programme included flag hoisting, band display, parade, dances, and skit plays.

IG Park to get massive facelift

ITANAGAR, Feb 4: The lone public recreational park of the state capital Itanagar - Indira Gandhi Park - situated at the heart of the city is all set to witness a massive facelift soon.

The department of state Environment and Forests, under the Compensatory Afforestation Fund Management & Planning Authority (CAMPA), has chalked out a detailed proposal for landscaping and beautification of the park with all basic amenities.

This was informed during the 4th Governing Body meeting of state CAMPA, which was chaired by Chief Minister Pema Khandu here this morning.

As per the proposal, fund to the tune of Rs 6 crore from CAMPA has been earmarked to upgrade the Park, which will have separate paths for joggers and walkers. Children's park, fountains, sitting benches and modern footbridges are also parts of the plan. Besides landscaping, seasonal flower beds, toilets, dustbins and solar lightings will be installed all around the park.

The chief minister advised that beauty, sanctity and quality should not be compromised as the park is the only recreational area available to the citizens of the state capital.

On the suggestions of the chief secretary, the department has also placed funds for avenue plantations along the 4-lane highway leading to the state capital. To begin with, avenue plantations would be made along the now complete highway from Hollongi to Chimpu.

Further, the state Civil Secretariat will also be given a new look with avenue plantations within its periphery.

Meanwhile, the chief minister expressed concern over the fact that the state CAMPA Governing Body meeting was being held after a gap of almost three years, whereas it should be held at least once a year to plan its Annual Plan of Operation.

He advised the department to become pro-active so that fund granted under CAMPA by the Central Government is judiciously utilized for the benefit of the state and its forest cover.

While reviewing the status of sanctuaries in the state, the chief minister was informed that while the Pakke Tiger Reserve in East Kameng was well protected and secured, the Namdapha Tiger Reserve and Wildlife Sanctuary in Changlang district were facing several challenges due to encroachment, large area, inaccessibility and international border.

It was advised and agreed upon that local residents in buffer zones and fringe areas be made partners by providing them with opportunities to take up economically viable projects. It was also decided that the district administration and local Panchayat bodies be involved in creating awareness as well as protection and preservation of these sanctuaries.

The chief minister also suggested that in its afforestation programme, the department should opt for commercial trees and plants that can be recycled after a period of time so that revenue is generated for the government as well as local residents.

The meeting was attended by Deputy Chief Minister Chowna Mein, Environment & Forests Parliamentary Secretary C T Mein, the chief secretary, principal secretary and PCCF, PCCF (Wildlife), commissioner finance, secretary planning and departmental officials.

Mithun Mela concludes

NIRJULI, Feb 4: A technology outreach programme, organized by the Arunachal Mithun and Yak Conservation Mission, under the Indian Council of Agricultural Research for mithun (Gayal) farmers concluded at Mani village under Papum Pare district on Friday last.

The two-day long programme, held in collaboration with the National Research Centre on Mithun was earlier inaugurated by Minister for Animal Husbandry, Veterinary & Dairy Development Dr Mohesh Chai on Thursday last amidst the presence of farmers, scientists and state veterinarians.

Speaking on the occasion, Dr Chai emphasized on the need to organize more such programmes that provide a common platform of knowledge sharing between mithun farmers-scientist and extension functionaries in different parts of the state, to create mass awareness.

Over 200 mithun farmers from various villages and members of Mithun Farmers' Club benefitted from the awareness and the Kishan Ghosti programme, conducted during the Mithun Mela.

At least 57 mithuns from Chiputa, Midpu, and Mani villages were vaccinated against foot and mouth disease and black quarter disease, in addition to micro chipping and issuing mithun identity card to mithun owners.

On the second day of the programme, during an interactive session between mithun farmers, scientists and veterinarians of the Department of Animal Husbandry, Veterinary and Dairy Development, Principal Scientist of NRC, Mithun, Dr Nazrul Haque spoke about issues like nutritional deficiency, while scientists Dr M H Khan, Dr Jayanta Chamua and Dr Kezhavituo Vupru informed the participants about the need for breeding bull replacement to improve the growth performance and common parasitic diseases with their remedial measures respectively.

Ajin-Arum lifts Lt Kabak Mem Memory Men’s Volleyball Trophy

ITANAGAR, Feb 4: Ajin-Arum beat Rending-B in three straight sets of 15-2, 15-2 and 15-13 to clinch the Late Kabak Mem Memory Men's Volleyball Trophy, played on Friday at Raga.

The tournament was conducted by the Boori-Boot Yullo Golden Jubilee Committee-2017 as part of the celebration, and the trophy was sponsored by Late Kabak Mem Charitable Society.

The winning team, Ajin-Arum was awarded Rs 75,000, along with the trophy, which was handed over by Raga MLA Tamar Murtem and Kumporijo ZPM Kabak Apo. In individual prizes, Bogom Raja of Ajin-Arum was declared the 'Best Player', while the Paat team was given the 'Fair Play' title.

In women's category, the team of Rending Woman defeated Kapu Kabak Youth Foundation in both sets to lift the title.

CoSAAP justifies its demands

ITANAGAR, Feb 4: Justifying its demand for enhancement of retirement age of state government employees, the Confederation of Service Associations of Arunachal Pradesh (CoSAAP) has urged upon the citizens not to make issues out of any of the demands of the CoSAAP.

"There should be no misgivings about CoSAAP's genuine demands by any organization, individuals, vested-interested persons," the CoSAAP said, while clarifying its stand on the news item regarding enhancement of retirement age of government employees.

In a news item published in this daily on Friday, it was stated that there is growing speculation that the Government of Arunachal is considering the demand of the CoSAAP to enhance the retirement age from 58 to 60 years.

At the same, a citizen also shared his opinion in the news item, stating that enhancement of retirement age will lead to more unemployment. Therefore, state government will risk angering the youths if they decide to accept the CoSAAP's demand.

CoSAAP in a statement clarified that all the long pending demands of the confederation are within the frame work of Service Rules.

State government employees are not asking for any favour or additional facilities from the government, the CoSAAP said, adding that government should willfully implement the central laws they have either enacted or adapted for state government employees.

Referring to the Fundamental Rules which were adapted by the state government, the CoSAAP further said, "The state of Arunachal Pradesh does not have any law to force its employees to retire at the age of 58 years."

State suffered a lot due to political instability: NCP

ITANAGAR, Feb 4: Stating that the people of the state have suffered a lot and development took a back seat due to political instability, the state NCP urged the people, government machineries and political parties to cooperate with the Pema Khandu-led BJP Government in the state.

"The people of the state do not want to see any further political tussle and blame game in our state. They want to see a stable government," the state NCP said in a release.

"There has been no public reaction and negative movement against the Khandu-led Government, which indicates that the people of the state have full confidence and faith in his government and leadership," it added.

The state NCP also welcomed the constitution of Group of Secretaries by the chief minister in six different themes to translate his vision for the state into reality.

"His dream will come true if government machineries, people of Arunachal Pradesh and political parties extend cooperation with sincerity and dedication for a better Arunachal Pradesh," the party said.

The party suggested that the chief minister lead all political parties and tribes of the state under 'Team Arunachal' for peace and prosperity of the state.

Jail inmates given legal aid and services

ITANAGAR, Feb 4: The Arunachal Pradesh State Legal Services Authority, in coordination with the Papum Pare District Legal Services Authority organized a daylong free counseling and legal aid camp for the inmates of District Jail, Jullang here on Saturday.

The prisoners were given advice and assistance in matters like bail, appeals, legal aid, and other prison issues by State Legal Services Authority Member Secretary Budi Habung and District and Sessions Judge, Yupia-cum-Chairman of Papum Pare District Legal Services Authority Jaweplu Chai.

The state legal services authority appointed advocates on the spot to take up cases of more than 25 under trial prisoners in courts and the convicts for their release on bail or filing appeal against their conviction in higher courts.

A documentary on 'Access to Justice for the Under Trial Prisoners and Convicts', produced by the National Legal Services Authority, New Delhi was also screened during the programme.

SP Prison Nabam Gungte, Chief Judicial Magistrate Yupia Hirendra Kashyap, JMFC, Yupia Mary Kamsi and Deputy Secretary Dani Belo also attended the programme.

Swachh Bharat Pakhwada observed

PASIGHAT, Feb 4: Staff of DFP Pasighat and other neighboring people participated in a mass cleanliness drive at the DFP office and colony as well as nearby areas as part of the Swachh Bharat Pakhwada from January 16 to 31 last.

DFP Pasighat unit In-charge, Mihir Kumar Jha explained the volunteers about the advantages of cleanliness and urged all to keep their homes, surroundings as well as other public places clean.

DC calls for effective IPPI plan

PASIGHAT, Feb 4: East Siang Deputy Commissioner Tamiyo Tatak has asked the District Task Force (DTF) members to ensure 100 percent coverage of children under the immunization drive, and called upon them to ensure that all medical and para-medical staff deployed for the immunization process, attend their duties diligently.

Presiding over the review meeting of the District Task Force Immunization (DTFI) on performance of Intensive Pulse Polio Immunization (first round) and 'preparedness of micro-plan' Mission Indradanush (4th round) here on Friday, the DC said, "The department should intensify awareness campaigns and formulate error-free micro plans, giving special focus on inaccessible areas."

He also put emphasis on joint efforts of line departments, Municipal Councillors and Panchayat leaders for successful implementation of the immunization drive.

DMO Dr M Perme informed that special awareness programmes were also conducted to educate the people on immunizations, while DRCHO Dr T Gao briefed about the achievements of IPPI-1 round and preparation of micro plan for IM-4 through power point presentations.

The meeting also reviewed the preparation for the ensuing National De-worming Day. (DIPRO)

AAPSU observes its Martyrs' Day

ITANAGAR, Feb 4: The All Arunachal Pradesh Students' Union (AAPSU) today observed its Martyrs' Day by offering floral tributes to the portraits of late Kipa Kache, Late Tabom Bam and Late Khoda Dolu in a function held at its headquarters, NEFA Club Building on Saturday.

The members observed two minutes silence in respect of the martyrs. Recalling their sacrifices made for the greater Arunachal society, the AAPSU executive resolved to rededicate themselves in the service to the society. The union further decided to observe the martyr day throughout the state involving all the federating units from next year.

Late Kipa Kache was shot dead by CRPF in refugee movement at Nyapin, while Late Tabom Bam died in a train at Jalpaiguri while coming back after taking part in 'Delhi Chalo Abhiyan' oraganised by AAPSU for deportation of Chakma-Hajong refugees. Late Khoda Dolu passed away at Naharlagun while on union duty.

Meeting on socio-economic grievances held

ITANAGAR, Feb 4: A meeting of the All Bokar Social Welfare Association (ABSWA) was held at Manigong, West Siang district recently. During the meeting, the ABSWA members discussed various issues concerning socio-economic and political grievances of the people of Bokar community in particular, and people of Mechukha Sub-Division in general.

Mass cleanliness drive at JN State Museum complex

ITANAGAR, Feb 4: A mass cleanliness drive was conducted by the youths of Ward No.9 under the supervision of its Councilor, Pakyum Tageng in and around Jawaharlal Nehru State Museum complex here on Saturday, as part of the Swachh Bharat Abhiyan.

Director of Research (Museum), Batem Pertin, along with State Museum Keeper, N Ray also took part in the drive. While explaining the motto of Swachh Bharat Abhiyan, Pertin advised the participants to change their mindset and imbibe the spirit of maintaining cleanliness of the Capital Complex.

BJP is a party with a difference: Gao

ITANAGAR, Feb 4: State BJP President Tapir Gao stated that BJP is not merely a political party limited only to politics, but a party with a difference, which sees things beyond religious lines.

Gao said this during a meeting on Pandit Deen Dayal Upadhayay Tour and Awareness Programme, organized by the BJP Minority Morcha (MM) at the party office here on Saturday.

He exhorted cadres of the Minority Morcha to work with sincerity and dedication for the betterment of the society.

BJP Secretary cum MM in-charge, Lelong Lingfa advised MM workers to have all their concepts clear and have proper strategies before spreading awareness about any central schemes.

Awareness prog on National Pulse Polio Immunization Day

PASIGHAT, Feb 4: Awareness programmes on 'National Pulse Polio Immunization Day' were organized at Berung village and nearby areas of East Siang district on January 27 and 28 last by the Directorate of Field Publicity (DFP).

During the programmes, DFP Pasighat FPO, Mihir Kumar Jha explained to the participants about the advantages of pulse polio immunization and appealed to all parents to bring their children below five years of age to the nearest 'Pulse Polio Booth' on April 2 next.

Group discussions, photo exhibitions and film shows on pulse polio immunization were the main activities of the awareness programmes.

An immunization drive was held earlier on January 29 last.

Training on medical records conducted

ITANAGAR, Feb 4: The Directorate of Medical Education, Training & Research conducted training on medical records for doctors and medical superintendents at Tomo Riba Institute of Health & Medical Sciences, Naharlagun.

The two-day training programme, which concluded on Saturday, was attended by 38 doctors.

The main resource person for the programme was I R Asher of the Christian Medical Association (CMAI), who worked as consultant for the Medical Record Department of CMC Hospital, Vellore and has written numerous books on medical records.

Dr Tao Kaki, who was the course coordinator for the programme, highlighted the issues and status of medical records in Arunachal Pradesh.

Director of Medical Education Training & Research, Dr Moji Jini, while interacting with Asher and senior doctors after the training, emphasized on the need to establish a Medical Record Department, which is a cardinal requirement for setting up a medical college.

Asher suggested constituting a medical record committee to study and recommend various strategies to establish a Medical Record System in the state.

This training programme was one among series of training programmes conducted for the first time by the Directorate of Medical Education, Training & Research.

Earlier this week, it conducted three days training programme for nurses and doctors on emergency care in primary healthcare setting with resource persons from AIIMS, New Delhi.

The Directorate is in the process of inking MoU with AIIMS, New Delhi for strengthening emergency care. Training on medico legal aspects is also scheduled for next week, where Dr Millo Tabin from AIIMS New Delhi will be a resource person.
